After witnessing the result of my request to JoshuaDunlow, this is my attempt to sir Bowen, fallen kinght and now dragonslayer.

:arrow: this build represents Bowen at the beginning of the movie

:arrow: against normal opponents Bowen is just PL 6.5, he only reach PL8 against dragons or when both is dedication and his lionheart feat are in use

:arrow: Hunter is my attempt to create a counterpart to the favored opponent feat
New feat: Hunter (combat, ranked)

Choose one kind of opponent when you acquire this feat (according to the guidelines of Favored opponent), you get a +1 bonus per rank of this feat to the Toughness and Reflex saves against that oponent attacks. At GM discretion the Reflex bonus can be shifted on another save according to the nature of the opponent (e.g. a Will bonus against psionics, a Fortitude bonus against poisonous creatures etc.). All these bonuses are PL capped.


:arrow: Mounted is one of the many weapon features I'm working on
New weapon feature: Mounted

A mounted weapon can only be used properly when you are horseback, if you attempt to use it when you are on foot you suffer a -4 penality to attack and must halve the total damage (including any possible Strength bonus). On the other hand when you use the weapon chargin from horseback you can use the mount strength bonus or your own, whichever is higher, to determine damage. The mount strength can exceed PL caps.

:arrow: my interpretation of Draco, a major headache to stat out. The big trouble was making him high enough in PL to beatable by a dragonslayer without making hima prey for any "upgunned" smallfolk. I think tha being PL9 in a realistic world made you dangerous enough

:arrow: it's strange to see such a high rank of acrobatics, and Acrobatic bluff too, on something that big, but go back and rewatch the movie Draco was the extremly agile on the ground and even more airborne (a friend of mine defined him "the Muhammad Ali of dragons")

:idea: thans to Yar for pointing out about Draco's camouflage ability, since he has to stay put for it to work I decided to save some point and make it an AP of his movement powers, On the other hand, I made it continuous since he was able to keep it up while sleeping.

Say did'nt draco have some kind of concealment power i recall him making himself look like a rock at one point.

Complications: Honor (will do anything to serve the Tokugawa clan), Enemy (Ogami Itto), Reputation (untrustworty)


:arrow: Retsudo was built be be Itto's equal in every respect, albeit with some slight modification. Being older Retsudo is a little weaker and a slower, but he compensate by being better at feinting and blocking

:arrow: Retsudo is already PL capped when using a Tachi, the Sneak atack is intended to be used barehanded or with other weapons (like a staff)

:arrow: like Itto's, Retsudo signature moves are handled through the rules of Warriors & Warlocks

Eight fences: is an inherent array feat, based on Retsudo's DEX score, that adds Autofire 1 to melee weapon attacks (up to 6 ranks)

Moon and water: adds Distract (Intimidate) and Extended reach 1 to Melee weapons attacks, but only when Retsudo is able to project the shadow of his blade on the opponent face.


:arrow: as head of the Yagyu clan, Retsudo has access to potentially limitless resources, tons of minions and the personal trust of the shogun himself. Usually he kept a small force of 50-60 PL5 bushi and shinobi at his immediate disposal, but he can get more within a few days if necessary

I like your Dragon heart builds, and they do look right. You thought of a few things i didn't , like the latin.
As far as the dragon build goes.. My only "Iff" is the Blast at 9.. Thats pretty powerful if your using W&W. I'd drop it down 1 rank or 2. But i do like your use of Feats, to tailor a specific attack mode. Im not sure about the Impervious.. but we'd have to wait to see it in play.

I choose to set the fire breath at 9 because I wanted Draco to hit his caps both at range and in melee, but I can see your point, maybe I'll rework it a little. About the impervious, I added it because killing a dragon is not easy business, and a Impervious 6 will made Draco invulnerable agaist the mayority of opponents, requiring either a very specific training or a very big warrior with a very big weapon to damage him.

:arrow: I left Number 6 combat options very vague and undefined on purpose, he rarely, if ever, fight on screen so I have little clue about his real level of abilities. His combat stats are only PL6

:arrow: the PL7 is included just to let him use the full Will bonus from Dedication or Eidetic Memory

:arrow: some of his feats are obviously part of his past as a spy, but are of little use in the Village

:idea: under normal circumstances it's not possible to take 10 on concentration checks, nor applying Skill mastery to it, so I remove it from the list. Even if, given the lack of superpowers in N°6 setting the only use of it is to resist torture, fatigue and pain, something he can do extremly well. To compensate oi added the Second chance feat

On Yagyu, you heave his One eye drawback listed as a complication when it should be listed as a drawback.

:arrow: the Skull was build under two consideration, first he is one of the few master villains that lack any kind of redeeming feature, for decades he received only hate from the world, and he leardned how to feast upon it; second he should be able to met Cap on his own turf and making him broke a mojor sweat, so I decided to put the Skull in a clone of Cap's body, as per Mark Grunewald idea

:arrow: the Skull's Leadership feat works in slightly different way than usual, he doesn't lend courage to his minions, they simply fear him more than the enemy

:arrow: the Skull's minions works like Doom's and Kingpin's, it's a pool that can be used to simulate a small elite force or a army of nearly worthless thugs, the actual Skeletron Crew was another story (I consider them all individual NPCs)

:arrow: the Undying hate power represent the skull almost supernatural ability to survive against all the odds, usually through a mind trasfer, a suspended animation mechanism or else. I'm not too happy with how it works, maybe I'll revise it in the future

:arrow: about the Dust of Death, I decided to leave the whole "morphing into a red skull" effect as a simple descriptor of the effect

:arrow: I included the swordcane since the Skull, like many other nazi villains, was sometimes portrayed as an expert with fencing weapons

:idea: UPDATE: Revisioned the Super-soldier serum to bring him in line with my Cap build. Revisioned the mechanics of the Dust of death and added the drawback, since this version of the skull burned his nose away

:arrow: the funny thing about Bullseye was that in his first appearence he was just one of the many jobbers that plague Daredevil's life, it tooks eye and Frank Miller to make him in the psycho killer he his today

:arrow: while this Bullseye might look a little underpowered, keep in mind that is created to go one-on-one against my Daredevil and Kingpin and a future version of Elektra, so the PL caps are a little lower than usual

:arrow: on a sidenote, to better simulate his fighting style, he routinely uses the Feint with Sleight of hand option from the Mastermind Manual

:arrow: given the almost superhuman level of skill I decided to try something new, the Hand-eye coordination array is in essence a form of Inherent array handled throught the base rules rather than the W&W rules, I'll probably make something similar for my future Hawkeye/Green Arrow builds

:arrow: the Power Throw feat is based around the mechanics of the Sniper feat, it allows Bullseye to add one rank of Improved range and one rank of Progression (Range) to the his throwing weapons attacks
