Waaay back in the day, I had that D&D mentality that characters should start as PL 1 and slowly advance. In recent years, I've come to revise this thought process but quite a lot of the builds still reflect my immature mindset. For the last few years, the members of the Affiliation have all been PL 8/120 points (some come in under that allowance) and simply have not been revised. I will make it a point to get around to revising their respective posts and alert everyone when the project is completed.

But first, who ordered a mad scientist?

Physical Description: Noah appears to be an average man in his late-50’s. He wears a full beard that is now snow-white. His dark hair is flecked with grey. He wears a patch over his left eye.

Relationships: Samuel Meinstein (grandfather; deceased), Alexander Meinstein (father; deceased), Terra Bohanon (wife; deceased) Daniel Meinstein (son), David Meinstein (son), “Alexander” (son), Daddy’s Little Boys (adopted sons)

Biography: While studying at Rockefeller University, Noah Meinstein and his girlfriend, Billie Skraag, found themselves fighting for their lives when Miss Multiple arrived on campus. Though they were saved by the Vindicators IV, the couple’s relationship was doomed the moment that Billie’s Neo-Sapien powers were revealed.

Despite being the grandson of Uncle Sam—leader of the original Vindicators—Noah was himself a bigot, loathing Neo-Sapiens for the destructive potential lurking in their genetic makeup. As a man of who dreamed of transforming Patriot Robotics from a prosthetics firm into a weapons developer, he could see only the potential lethality of Neo-Sapiens.

Not long after graduating, he met and married Terra Bohanon and together the two ushered two boys into the world: Daniel and David. However, when the boys were still young, their mother died in what was ruled a suicide. It was later on in life that the boys learned the truth: their father had murdered their mother for hiding her Neo-Sapien heritage from him.

Noah became obsessed with the idea of retarding his son’s latent abilities. With the aid of Doctor Roger Bacon and Doctor John O’Reilly, Noah created Knitter—an infection that temporarily nullified Neo-Sapien powers. He created a weaker strand of it designed to keep abilities from manifesting and for years it worked…

Everything changed when Daniel was sixteen though, and started to question the vitamins he had been forced to take every day for the last decade. He began tonguing the pills—taking them for show and spitting them into the toilet later—and after a few weeks, the super-speed he had inherited from his mother manifested.

When his father tried to inject him with the full dose of Knitter, Daniel fled and never looked back.

NEW VINDICATORS: ex ante—The first class of the New Vindicators Academy of America found themselves embroiled in a conflict with a group known as the Primes—test-tube Neo-Sapiens created by Doctor Meinstein as prototypes he could market as super-human weapons of mass destruction.

NEW VINDICATORS: radix malorum est cupiditas—Noah became obsessed with finding a way to bring down his son. He began work on a Neo-Sapien detection system and a battlesuit that could dampen Neo-Sapien powers (000). He then went so far as to engineer a second suit (001) capable of teleportation and cloaking itself in an electrical field that would deflect the energy his son produced.

NEW VINDICATORS: memento mori—When both of the armors he had created were stolen, Doctor Noah Meinstein proceeded to experiment on himself. Noah replaced 85% of his skeletal system with hydraulics, giving himself uncanny speed and reflexes, titanic strength, and the ability to produce his own electrical field.

In an attempt to duplicate the results, he took Vincent Stone and Kennedy Maza and transformed them into Patriot and Nano, respectively. Though he sent both after Portal and the New Vindicators, both were turned into allies and the scientist looked for a new solution to his problems…

Doctor Meinstein created another armor—the 002—and outfitted Ryan Mueller with it. The young man successfully captured Portal and, after unmasking the armored hero, Doctor Meinstein learned that his son, David, was the pilot of the battlesuit.

NEW VINDICATORS: beatae memoriae—While looking into her maternal lineage, Fathom stumbled onto Doctor Meinstein reactivating the Ranch.

NEW VINDICATORS: felo de se—After surviving their car accident, David Meinstein visited his father to request two syringes of Knitter—one to save his girlfriend’s life and one for a rainy day… Noah, thinking David intended to take them and proceed to live a normal life, eagerly obliged.

NEW VINDICATORS: contraria contrariis curantur—Suspecting his father to be the mastermind behind the pandemic the Vindicators were facing, Blitzkrieg (David Meinstein) lead Hourglass and Fathom into Patriot Robotics to confront his father. There, they discovered him in control of the remaining Primes.

NEW VINDICATORS: condemnant quod non intellegunt—Following Autumn Colbenson’s activation, the New Vindicators who retained their powers (Solar Flare, Sentry and Prompt) broke into Patriot Robotics and encountered Noah and 137.

As far as villains go, Noah will avoid fighting if he has to. For the most part, he'll try to lie his way out of most situations or simply pretend to be senile. In fact, he's probably one of the more competent baddies in this universe (aside from the Fallen). Noah's not the type to let any valuable information slip. Who knows? With holding the origin of his abilities might be useful at some point. If they want to believe he's a Neo-Sapien, he figures why correct them? There may be an upside (like them not knowing that magnetism is the bane of existence, or that he sinks in water...).

Noah presents a perpetual source of trouble for the PCs. The guy's a mad scientist: he has the money, resources, power and knowledge to create scientific nightmare after scientific nightmare. Genetic freaks, giant robots, cybernetic foot soldiers... it's what he does. He's a behind the scenes sorta baddie who has actually proven himself capable in a fight when my players have actually tried to throw down with him.

The guy is a headache for my players. One of them (Solarflare, here on the ATT) once screamed "STOP MAKING SENSE!" to him when the two began arguing about the good doctor's misdeeds. Noah essentially explained why it was humane to trap three inbred boys in glass tanks for their entire lives and not educate them about anything contained beyond the walls of their subterranean crypt. Generally, any day I can make my players scream is a good day... I slept well that night, knowing I had done my job.

About Circe-if she has to sing to use her Mind Control power, how does she issue commands? Are they sung as well? If not, perhaps she deserves the Mental Link Power Feat.

Physical Description: Cerulean’s short hair is richly dyed blue and the bangs hang down over her left eye. Her skin tone hints that she is multiracial—she appears half-black, half-white. She is typically seen wearing a flak jacket and baggy khakis whose numerous pockets bulge with the tools of her trade: smoke grenades and caltrops.

Relationships: Unrevealed

Biography: At this point, nothing about Cerulean’s past has been revealed, other than at one point in her life, she failed at something she apparently still regrets.

NEW VINDICATORS: contraria contrariis curantur—Cerulean was amongst the group Adonis led to rescue Silverback prior to Black Box’s raid. Thanks to them, they were able to take the refugees to Montana safely.

She next appeared when Lodestone came looking for the Affiliation. After Black Box’s raid on the Hotel Père Marquette, she temporarily relocated to the New Vindicators Academy. There, she was selected to join a covert mission to raid Black Box’s headquarters and retrieve the school’s files. She expressed disappointment at Adonis’ choice in Lurker as a leader and quarreled with Hourglass.

When the group was divided, Cerulean found her way to Shiva, where she divulged her intent to use Adonis to build an army for her own machinations. Citing a need to “trim the fat”, she slew Shiva and rejoined the rest of her team in completing the mission.

NEW VINDICATORS: condemnant quod non intellegunt—When August nullified all infernal abilities across the globe, Cerulean found herself powerless for the first time. Her trademarked arrogance was defeated by common sense: without her abilities, she removed herself from the mission to attack their enemies.

Like her infernal kin, Cerulean has a unique ability aside from the standard Nephilim skill set: her touch can mutate living tissue. She seldom uses the ability, preferring to keep it a secret (as any good ace in the hole should be) but is fairly vicious with it when she chooses.

Physical Appearance: Baron Saturday appears as a black man who wears a tuxedo and top hat. Dark glasses adorn his face and his nostrils are plugged with cotton. He is seldom seen without a cigar in his mouth and a glass of rum in hand.

Biography: Created on the Second Day, Rizwaan was tasked with guarding the Jannathul Firdaus—the Most Supreme of the Seven Heavens. It was his job to usher in the noble to their etheriel manors. For millennia he completed his task with the highest professionalism. Then, in the seventeenth century, he guided in the soul of Jean-Baptiste Polverel, a man who fought for the rights of slaves in Haiti. As the two walked, Jean-Baptiste told Rizwaan about his daughter, Brigitte. He bragged of her beauty and Rizwaan, curious, left to see her for himself.

From the moment he saw her, it was love at first sight. He abandoned his divinely charged duties and became a fallen angel, living amongst the people of Haiti with Brigitte as his bride.

Together, the two lived for centuries. Though he had lost his ability to fly and freely move between the planes, Rizwaan retained his magical command over the grave. He discovered that his ability to resurrect the fallen could neutralize the aging process—keeping Brigitte young forever…

ILLUMINATI: The Once and Future King—The Illuminati was sent to Haiti to investigate reports of a zombie outbreak. With an undead population estimated at a quarter million, the team discovered the survivors congregating in the high ground where they had surrendered to hedonism. In the middle of the chaos, they found the baron (“Everybody knows the baron!”) celebrating because “It’s Wednesday!” (It was, in fact, Friday…) Whenever the team attempted to ask the baron about the zombies, he would joyously reply, “What zombies!?!” and then insist, “You need more rum!”

It was an invitation Ikov, Sarah Edison and Stephan Noman accepted.

Doctor Set entered Baron Saturday’s mind and discovered that he was, indeed, responsible for raising the dead. When he dug deeper to find out why, he was pushed out of the baron’s mind and left to further puzzle things out.

Feeling that he would get more answers from Maman Brigitte than he would Baron Saturday, the apprentice Joseph Anvil teleported from Haiti to the New Vindicators Academy of Europe and sought out their headmaster, Sir Isaac Newton. Newton communed with Brigitte’s spirit and discovered that the woman’s heart broke after the devastating earthquake that rocked Haiti. She pleaded with her husband to intervene and restore the lives lost in the clamity. He refused, citing it would take too long to resurrect everyone one-by-one and that doing so would draw unnecessary attention to their existence. In her grief, Brigitte committed suicide and Baron Saturday discovered that he could not resurrect those who had taken their own lives.

During his departure, British speedster Kevin Boston proceeded to stop the music—convinced (due to the film “Weekend at Berney’s 2”) that it was the true culprit behind the zombies. He then proceeded to drain the rum, seeking to end the party—an act which seemed only to infuriate the baron.

Returning to Haiti, Joseph attempted to confront Baron Saturday over his wife’s death. Doctor Set had already concluded that Baron Saturday was depressed and the baron himself admitted to being lonely. Still, Joseph barreled through with his own brand of tough love and ignited the rage Kev had been building. Baron Saturday told Joseph he would show him the sort of pain he knew: he would kill his teammates, leaving him alone.

Ultimately, Ikov’s fists pummeled the fallen angel into an unconscious pulp and Doctor Set opted to cast his body into a volcano—rather than attempt to reason with the man any further.

Playing the Baron can be fun, thanks to his penchant for dirty jokes. Essentially, their attempts to convince him to let the dead go back to their graves resulted in him fascinating them with a lewd joke or twenty. Much eye rolling was done the night my players faced Baron Saturday...

I like to throw problems at the Illuminati that they can't just punch away. In the case of Baron Saturday, the session was hinging upon the PCs figuring out that the Baron was depressed and lonely and finding a way to help him over that. Instead, they decided to punch him and irk him off and now he's going to be chilling out with the last person on earth they want him to be with...

Physical Description: Captain Nelson is a muscular man with broad shoulders, small eyes, and a penchant for wearing his hair in the fashion favored by the United States Armed Forces. He has a tattoo on the inside of his right arm: a heart with the name “Cathy” inside of it is in honor of his mother, who lost her fight with cancer while he was stationed in Germany. Though normally obscured, his daughter’s name is tattooed in sprawling script over his heart.

Biography: When United States Air Force Captain Ronald Nelson’s secret came out, he was discharged from the military. It wasn’t due to any type of criminal misconduct or inability to continue serving his country: it was because he was a Neo-Sapien, born with powers and abilities that put him above normal humans.

At the time he was stationed at Ramstein Air Base in Germany, where he had met and begun dating a local woman named Nadja. Following his discharge, the pair married and he remained in Germany—where the couple would continue to raise their child, Tatjanna and run a private air field.

NEW VINDICATORS: quaere verum—Captain Nelson was mind controlled by Emily Adler into taking several hostages at Kaiserslautern. He was saved by a squadron of New Vindicators, including his daughter, Fach.

Following the incident, Captain Nelson accepted a position at the school. Now acting as their pilot, he has since begun teaching two of the students (Jason Lamperogue and Viktor DeGallow) on how to fly a plane.

Physical Appearance: Matt is a short, pudgy young man with terrible hygiene. Even without the smell of mildew wafting from him (courtesy of his Neo-Sapien abilities), Matt protrudes a stench due to his infrequent trips to the showers. As a result, his hair is very greasy and a razor doesn’t grace his face. He often wears the same clothes for several days straight (because they’re loose).

Biography: As of yet, nothing is known about Matt’s background. This is likely due to the fact that few truly wish to engage him in the conversation necessary to learn about his past.

Physical Description: Siege is a stocky, bald man with a graying beard. His ears are adorned with thirteen different piercings and he sports several tattoos: on the inside of his right arm is a rearing lion—the Royal Standard of Scotland, while his left arm sports a map of Europe with markings indicating where he has… er, been.

On his chest is a skull with bat wings—identical to the one that adorns the chest of Gen 13’s own Grunge while a picture of Siege as the Green Lantern in flight sprawls on his back.

On the back of his left calve is Hunter S. Thompson's face.

All year round he wears shorts and short-sleeved shirts; he likes to brag that he hasn’t owned a coat since high school. On occasion he trades his shorts out for a kilt.

Biography: Little is known of Siege’s life before joining the New Vindicators Academy of Europe as their head chef. As Siege says, the past isn’t important—only tomorrow matters. He claims to have Romani blood that compels him to occasionally wander Europe in search of new cuisines to conquer and new women to ravage.
