Design Notes: Weather controllers are both easier and harder. Note that mix-and-match environments as they existed in 2E are not in 3E. It was basically a mini-dynamic array, and you can recreate it if you want that kind of build. There isn’t a Progression feat in 3E for reducing areas, and it looks as if Selective is required to control the size of an area effect—in Storm’s case, this allows her to blanket a smaller area with fog if she wants to.

Nice Storm build. I am really digging the X-Men so keep'em coming. I used your Wolverine build this last weekend and it was a lot of fun. His amazing Perception skill was quite useful in tracking down an urban killer. I have a quick question if you don't mind. Why did you go with Regeneration 12? It seems that anything besides a rank in a multiple of 5 gets a bit confusing when trying to determine how often it kicks in.

It's actually not too bad with ranks 2, 5, or 10, since they are all factors of 10. For ranks over 10, it's the same with 12, 15, and 20, since you just add an extra condition on top of the 1/round for 10. So Regen 12 is once per round but twice at rounds 5 and 10.

Diminished Range is a flaw that restricts your ranged effects, well, range.

What Progression did in 2E was allow you to control the size of your area effect, not simply restrict it.

Storm has the Burst Area bought 5 times so she can cover a 500-ft radius with fog, but she also has the option of reducing the radius if she wishes.

Is Concealment Attack exempt from the clause that Attack effects come with a Resistance check?
If not, what's Fog resisted by?
DCA Hero's Handbook, page 128. Attack wrote:The target gets a resistance check, determined when the effect is made into an attack. Generally Dodge or Will is the most appropriate. A successful check negates the effect.


2e Obscure didn't grant a save, and I get that's what this is going for here, but Concealment's Attack Extra doesn't say anything about this either way.

Love the Storm build.

My only add would be to give her the Complication (Quirk: nudist). Of course, Marvel has not been keeping with that part of her personality since the 80s, so it's understandible if folks have forgotten (or succumbed to the parents groups).

Taliesin, I don't know who else you've got set to show us, but I notice the Hulk, Doc Strange, and the Surfer done already, and I'm an old-time Defenders fan. So you must know who I'm wondering about.

Storm was actually semi-nude in her very first appearence. I also remember her sunbathing once and complaining that she was forced to wear "absurd scraps of cloth" that was a bikini.

By default there isn't any, but I think by the letter of the rules, you can make it resisted by Dodge for Fog and perhaps Will for some other concealment effects. For Fog, I think Dodge makes sense, because the target would basically be trying to disperse the fog around himself. I wonder if this is an oversight or intentional omission, considering that you'd generally be at a disadvantage if you try to resist a Burst Area Concealment.
