Awakening in 1999, Walter Rand cured his cancer and has extended his longevity to the point that he is likely to live for another thirty years. Retaking AmeriCorp, he is currently outraged by the treatment of Metamen and became one of the chief financiers of Geneis Island, an investment which has paid off several hundred fold. While the Patriots are aware that Walter Rand is a supervillain with ties to several of their opponents, they have so far refused to smear him. Part of this has to do with the fact that Walter Rand is not actually EVIL, even compared to individuals like General Venom, he's simply profoundly misguided with a profound anger at the way the world is run.
Walter Rand has served as an opponent to the Aeon Family, Black Wing II, the Last Ranger, and the third Steel Commando. It's gotten to the point that none of them are comfortable visiting theme parks as "they're probably going to come to life and try to kill us or reveal the horrible all-volunteer human experiments or failed utopias beneath."
