Alright, I'll start working on a Badass Normal type. Lt. Sterling Faust, son of an MI6 operative and a defected East German Scientist who had been working to replicate the metagene.

More details later today.

As for the Niche I'm aiming for I'd say, Badass Normal Combat Leader. If that makes sense.

Low Latent Inhibition - Most people are able to ignore the constant stream of incoming stimuli, but this capability is reduced in those with low latent inhibition, like Mr. Faust. It is hypothesized that a low level of latent inhibition can cause either psychosis or a high level of creative achievement or both, which is usually dependent on the subject's intelligence. Those of above average intelligence are thought to be capable of processing this stream effectively, enabling their creativity. Those with less than average intelligence, on the other hand, are less able to cope, and so as a result are more likely to suffer from mental illness. This trait has made Mr. Faust an exemplary tactician and strategist, however it is the opinion of this panel that Mr. Faust is at risk for instability and should continue to be monitored by the SPECTRUM psyh-board.

Claustrophobia - Mr. Faust displays an aversion to small spaces. This coupled with other atypical anxiety-stress responses the advisory board concludes this likely to be a response to childhood abuse through protracted confinement. Mr. Faust has not offered any direct answers on this subject.

Generalized Anxiety Disorder - Mr. Faust displays an above average level of anxiety, scoring a 12 on the GAD-7 anxiety evaluation scale. Symptoms exhibited by Mr. Faust include restlessness, insomnia, muscle tension, irratability, and occaisional difficulty concentrating. Recomend ongoing cognitive behavioral therapy.

Additional Notes - While insufficient to warrent additional diagnosis, Mr. Faust displays a below average sense of self worth, and a degree of self loathing. The board believes this to be an outcome of his developmental environment.

Background:

Sterling Faust was born a child of circumstance, not planned, not even a happy accident of love as so many children are. Sterling was, in a word: tradecraft, a bargain, a ploy, a gambit. Sterling's Mother, Winsley Bentonford, was a top MI6 operative, some would argue the best of her time. It was 1977, and Winsley was operating on a non-official cover as a lab assistant in the German Democratic Republic working to recruit Dr. Victor Faust as an Asset. Dr. Faust had been the leader of a team of East German scientists attempting to replicate the Metagene. While other scientists had focused on inducing the metahuman condition in adult subjects, so called Super Soldier projects, Dr. Faust believed he'd found a way to increase the likelihood of metagene manifestation in an individuals offspring. The ruling Communist Party didn't appreciate Dr. Faust's long view approach, fearing they would be over-run by their western enemy's Super Soldiers while Dr. Faust's test subjects were still in diapers. They moved to close the project, and had Dr. Faust declared an enemy of the state. Before the secret police could arrive to arrest Dr. Faust, Winsley made an offer to get him out of the country in exchange for his ongoing cooperation and scientific support of the British Commonwealth, however Dr. Faust refused to leave without his research. This was impossible, there would be no way to smuggle all his lab notes and samples over the wall and out of East Berlin. But that was the brilliant part, pointed out Dr. Faust, they wouldn't need his lab notes and samples if they could get out a test subject, which could easily be accomplished if Winsley were to carry it in utero. Winsley agreed. eggs were extracted, combined with the good doctor's genetic material with the addition of his serum and implated. Nine months later in London on February 23rd, 1978 Sterling Faust was born.

Of course Dr. Fausts first formulation proved to be unsuccessful when kariotype testing failed to reveal the presence of the Metagene. Dr. Faust, who went on to be the head of the Institute of Metahuman Studies at Imperial College London, saw his mundane son Sterling as the embodiment of his failure. Their relationship was and still is cold and distant. Winsley,on the other hand, was anything but hands off. She made it her mission to raise up her son to be the greatest spy there ever was, to take up where her career had been sidetracked by motherhood. Her methods were forceful, direct and sometimes cruel. Sterling was made to practice deception, information gathering, and asset management from the moment he could speak. Every childhood game, every meal, every interaction was training. When he did well he would be rewarded, when he failed he would be punished with torture, or imprisionment in a dumbwaiter hoisted halfway between floors for hours or days at a time.

When he could slip away Sterling would wander the grounds of the institute, interacting with the scientists, and more interestingly the metahuman test subjects who had been brought in from all over the globe from current and former commonwealth nations. He got along well with the metahumans. Unlike the scientists, whom all knew of his origins and regarded him as little more than a failed experiment or his mother who saw him as a piece of steel to be hammered into a weapon, the metahuman test subjects just saw a kid, a scared and lonely kid.

As soon as he could he left his home at the institute and enlisted in the British Army. Where he proved cabable and was recruited for the Special Forces of the Special Air Service. When SPECTRUM was created his Superiors believed there was no human candidate better than an experienced member of the SAS who had grown up around Metahumans. He was one of the first group of SPECTRUM agents trained, and has served with distinction since that day, often outshining other agents dispite having no powers of his own. He's also shown siginficant leadership potential and has been promoted several times. Sterling currently holds the rank of Lieutenant.

At least that's the official story.

There are also the persistent rumors, that Sterling is living up to his potential, and his mothers dream. That he is an MI6 agent on loan to SPECTRUM, and that all this stuff about serving in the SAS is just a cover. Sterling insists that he's "Just plain simple Sterling, I'm a soldeir not a spy." Nonetheless other SPECTRUM agents have taken to calling him "Spook" or "NOC" and often make jokes, inferences or sidelong comments that assert he's really a covert agent. Some of his fellow agents have been lead by these rumors to distrust Sterling, others just now that whether he is or is not a secret agent, he has the skills of one, skills that have saved lives. I suppose we'll never really know the truth.

Working on Special Agent Frank "Eagle-Eye" Richards; low level meta with augmented sight which allows him to see through solid objects. Marksman specialist, using his powers and a high-powered rifle to pick off targets from afar. Might give him a Device to represent a customised/personal sniper rifle. Expect lots of use of Improved Critical and the Penetrating extra.

Complications:
Do no Harm: Dr. Fenton dislikes violence and will not perpetrate it, at all. She will be the voice of reason trying to minimize harm toward ‘innocents’ and non-combattants. She will go out of her way to protect any ‘innocents’ from being harmed in the cross-fire.

Insecure: Dr. Fenton is not sure of her role in the field. She is (likely) the least trained and least ranking in the group. But a potent ability and impeccable skills has assured her place in field missions; much to her chagrin.

Heart on her sleeve: Amber is poor at concealing her emotions and reacting to things like the suffering of others.

ESL: English is the foreign language she knows the least well. She will try to do her best to follow orders as she understands them. The GM is free to have her misunderstand a garbled or hasty order.

Amber Fenton went Directly to Doctors Without Borders from medical school. In a small war-torn country she treated a French soldier wounded and hiding in the small village she was treating for an outbreak of tuberculosis. She eventually helped her fellow countryman escape and through their ordeal, she fell in love. She volunteered for the French Medical Core in an attempt to stay closer to him. But he died in action while they were stationed at their next post.

She honored his memory by joining the Military Reserves. Her powers were tested for and discovered and she was offered the opportunity to join SPECTRUM.

She's hesitant but they described the nature of the work and its importance to the world. She agreed.

How does a person who can only empower equipment sound, no boosting constructs battlesuits or devices? His guns shoot further, his cars go faster, that sort of thing instead of the problematic animate images power.

I have a question, where is the base of operations for SPECTRUM? Or is it less centralized than that? doesn't really matter, just wondering.

Sounds alright, just don't go too overboard with improved critical/penetrating

I believe the math on the power section is a little off. Create Object is 2pp/rank, with the two Extras it makes it 4pp/rank, and you have 7 power feats, making it 27pps, not 22.

Also, Immunity looks like 5 points. 3pp/rank (with the extras) and 2 ranks for Suffocation (unless it's limited to one type) is 6, minus 1 for the drawback.

As for flight attack, I think Move Object is a more balanced way to accomplish this.

Plaurent is an Albanian tough guy. He progressed from B+E, extortion, dealing and then smuggling. He was busy setting up an empire when his temper got the better of him and now he is on the run for killing a rival with an 'anti-tank weapon.' What nobody is mentioning is that the antitank weapon was a makarov 9mm pistol that managed to blow the door off his rival's limo. he used his contacts to get out of Albania into New York but was soon picked up by Spectrum. In return for helping to deal with problems and offer advice about the European Arena Plaurent has recieved a limited pardon. As long as he works for Spectrum he is immune to extradition to Albania and sentencing for his crimes. The Albanian government don't care about dead gangsters. They just want to find out how Plaurent does what he does so they can do it themselves even if they have to tear him apart to do it.

Hatred: The Albanians have had a long history of hatred for the Turkis people. Plaurent has carried on this tradition and believes the Turks are lazy and untrustworthy.
Temper: Plaurent will go out of his way to avenge percieved insults and loss of face even at risk to himself. This has led to the death of several rival gang-bosses and his current problems.

Grace Hall always wanted to be a cop, just like daddy, who was an irish police officer. A dream that was strengthen with he was killed in the line of duty when she was fifteen. After her father's death, her family, her, her brother and mother, moved to San Francisco after their mother accepted a job offer in the states. Once she was able, she joined the San Francisco Police Department, 2 years as a beat cop before becoming a detective in the SFPD Drug Division. Grace was a good cop. She worked hard, she caught the bad guys and she looked out for her fellows. Despite, she gained a reputation. Only the brave accepted to work with her. Grace Hall was bad luck. In the 7 years she spent on the force, she lost 4 partners, all on the job. First one took a bullet for her when a routine check went south, the second got run over by a truck trying to flee the scene of a drug bust, and the third was shot during a raid on a high profile drug lab. The fourth died in a car crash during a pursuit in which the suspect caused both cars to crash into the bay. The crash killed both her partner, and the prep. Grace herself almost drowned, trapped in the vehicle, but suffered suprisingly minor injuries. However, following the accident, Grace began to loose feeling in her body. At first it was suspected nerve damage from her injuries, until tests revealed no appearant damage, before writting it off as a symptom of Post Tramatic Stress. Never the less, determined no to let it stop her from doing her job she returned to duty months later.
Then, came the raid that changed everything. It started as a routine bust in a drug den, kick the doors down, everyone on the ground, then one of the dealers fired off some rapid shots as he disappeared into a backroom before anyone could get a good look at him or the weapon. Bad luck holding true, her partner was hit, and she gave chase, but the moment she opened to door, she found herself looking down the barrell of an automatic rifle... on god knows were the guy got it from. In that moment, Grace thought her bad luck had finally caught up with her. Never the less, she went for her gun, not even thinking. The perp fired, the room rang with automatic fire for about 3 secs before her gun went off, cutting his fire short. At the time she hadn't been thinking about it too much, and it wasn't until after her partner was on his way to the hosptial that she realised she should have been dead. Looking back at the scene, she noticed the bullets that had been fired, not in the walls behind where she was standing, but on the floor, just in front of where she'd been standing, flattened like they'd hit a steel wall. That was the day she discovered she was literally bulletproof.
Not long after that, she was approached by SPECTRUM, and offered a job. She's been with the agency for 2 years.

Description: Irish born, 31 year old Grace Hall stands 5'2" with an athletic, well muscled build, with green eyes. She has a soft, angular face, with her red hair styled in a short pixie cut. Her speech still carries an irish accent.

Complications:
Numb:- A side effect of her abilities, Agent Hall's skin has almost no feeling, making her unable to notice details such as air movement, texture, tempture or superficial injury.

Haunted:- Agent Hall is haunted by the lose of each of her previous partners. She blames herself, and it is a guilt that weights heavily on her. Memories and nightmare often wake her in the night, she is determined to never let it happen again.

Hydrophobia:- Following the accident that killed her last partner, and she almost drowned, Agent Hall as developed a fear of the water. Pools make her nervous, as does crossing bridges over rivers, boats terrify her.

You are right about the Create Object miscalculations.

Would a created Object with Selective already do what I was hoping to accomplish with the Immunity to sufocation for those inside, i.e. let good air in but not other gasses?

Will moveable on the created object already allow me to make a bubble and 'air lift' its contents (me or others) to safety?

I hope I'm not too late. This sounds like a great campaign, and I finally have time to play again.

Here's my concept.

Subject #13
Registered name: John Smith
Code name: Stranger
Age: mid twenties

Black suit, black tie, black dress shoes, black leather gloves

It is the height of the cold war. The nuclear arms race continues, with the constant threat of espionage looming over every one.
Against this background, the NSA commissioned the creation of a counter-spy; An intelligent device that could both search out and prevent insurgent elements.
A select group of scientists retreated to top secret laboratories. There they went through countless theories and prototypes, until finally after many years Project Cold Son surfaced. Based on previous attempts at recreating a metagene to bring out innate psychic abilities, Project Cold Son aimed to subtly manipulate generations of tube-grown humans, to finally raise the perfect psychic with the ability to instill absolute obedience into anyone.
The project continued in silence for decades. Even while suffering through countless delays and criticism, the need for counter-espionage kept it running.
Finally the project reached fruition in the early 90s. An undisclosed number of children were released from their tubes and began training. However, due to pressure to get the project done, all but one of the subjects were unable to handle the sudden stress and passed away; With them billions of tax dollars were lost. Despite the projects potential this was the final nail in the coffin. It was officially shut down in May 1995.

Subject 13s first years in the clean laboratory environments are a hated memory. Lined up with dozens of other children, eating the same gruel every day, spending hours in the testing chambers, and finally watching the same propaganda over and over- But Subject 13 sees the experience as a welcome one. The great contrast between the idealistic propaganda and the torturous life made him the person he is now.
Subject 13 spend the rest of his youth with various families, selfishly using his psychic abilities to have them take care of him. Bitter and disillusioned, he made no effort to strive for greater things; Like everyone else he only looked after himself. He spend his years studying or playing sadistic games with the lifes of others.
However, puberty brought change for him. His rebellious spirit soared, and now his refusal to conform meant he would no longer yield to a life of monotonous depression. He began to use his psychic control over others to improve their life. He helped them overcome fear, stop smoking, deal with their past, and so forth.
The new experience delighted him. He continued to expand the network of people under his control, striving to give them as close to a perfect life as possible, even if it meant sacrificing ten people so a hundred others could be happy.
But as Subject 13 reached adulthood, he came to an obstacle in his path. His powers could only do so much until outside influences would overtake the lifes of his minions again. He realized he had to take it to a global level, even if it meant sacrificing millions so billions could be happy.
With no remorse or regret, Subject 13 manipulated his way around the powers behind the world governments, leaving an obvious trail of chaos. However, the sense of power had given him an arrogant sense of superiority, and due to it he never considered the possibility someone might be able to stop him... Which happened by the hands of SPECTRUM.
Well aware that he was no match for SPECTRUM, Subject 13 presented his plans and ambitions in the hope of persuading them to let him continue. SPECTRUM could not condone his plans, but saw his intentions were good; As an alternative they took him in, where they could control him while he could still do good with his powers.

Life inside SPECTRUM is fascinating to Subject 13. While not convinced of their methods, he is eager to play his part and advance in rank, both out of respect and the silent ambition to take over eventually.
However, things are not going as smooth as he liked. Having never worked in a team before, he has little tact in social situations, and his sense of superiority combined with the bitterness of having to admit defeat make him difficult to approach. In addition, the subtlety of his powers creates additional unrest among his colleagues, as the fear of falling under his control and the question of who already is under his control arises more and more. Even with powerful psychics coming to relieve the panic, rumors continue to move around. The result is Subject 13 often being ostracised, and his promotions being held back. Sharp tongues call him the Cold Son, the son of the cold war, as he spreads paranoia and distrust wherever he goes.
In reality Subject 13 does indeed continue to take over as many people as he can, helping them improve their lives as he quietly waits for the next chance to go global.

Smug, unpredictable, and often showing sadistic tendencies, Subject 13 is the black sheep no one likes but is always there in the background.

Subject 13's single power is the creation of a ethereal psychic virus that is spread by touch. It immediately envelops the victims brain to make them act as instructed by Subject 13. When the victims then touches someone else, the virus is passed on again.
The default instructions are complete obedience to Subject 13, following their dreams, no longer harming themselves, striving to help others, and so forth, forcing the victim to live a positive lifestyle.
If this somehow clashes with Subject 13s goals, he can rely on their obedience to work with him anyway.


Notes:
I really like the idea of an otherwise destructive concept like a mindcontrol virus forcing people to do positive things. But it does seem difficult to keep track of the Contagious factor.
I'll try to come up with an alternative just in case. Please let me know if you have any ideas, and what you'd like to see changed.
