That is unfortunately the problem with Bernal. He is a glass cannon, unfortunately his cannon has the range of his fist. However, there is an extra in the bounce description called 'Negate Lethal' and it seems to imply that any bashing damage (from fists?) can be converted into momentum. I find the description of the power a little vague otherwise since what truly qualifies as a hard surface?
Edit: Actually even if it does negate any bashing damage he'd likely still be up against enemies with the M-Strength 'Crush' Feat, I'd certainly think that Geryon has it, of course Geryon doesn't kill novas so he may not use it very often.

Divis to me is one of those dont spare the points builds that comes along every now and then. dont try and shoehorn him make him expensive so your players relalty get the grandeur of facing off against him.
