COSMIC BOY CHARACTER QUESTIONS

Hello :)
The Equipment: Flight Ring: communication 5, flight 7 Removable...(16 equipment points...) device or equipment?
Telepathic Plug: Comprehend 3 removable... device or equipment?
Transsuit: Immunity 9 removable... device or equipment?

Cosmic boy has Equipment 6.

i dont understand when is a Device and cost Power Points, and when is an Equipment and cost Equipment Points (1 pp / 5 ep)

The line between the two is fuzzy. Generally, equipment is something easily available with modern technology, or something that helps the player feel cool and fleshed out and moves the story along, but doesn't grant any real bonus in combat or other challenges. Devices use super tech or magic or hand-wavy physics and usually offer a big boost.

In Cosmic Boy's case, he's from the future so the "super tech" issue is kind of moot. In his case (and with all the other Legionares), their gear is mostly to help keep the story rolling in a space-opera, sci-fi setting. Since almost everyone has access to flight and space survival gear and communicators, their flight rings and whatnot don't provide them any special advantage over a common mook, so in this setting they're equipment.

Giving all the same gear to a modern-day character would actually provide them a lot of advantages, since most people can't fly and don't have sealed atmospheric systems on-hand, so for a modern-day character, most of this gear would be Devices.

Ultimately, it's a GM call, based on the world.

Keep in mind, though, that Equipment is far easier to lose or destroy or be rendered otherwise useless. On of the tradeoffs for paying so little for it is that the GM is more free to have it cause problems or be unavailable. Legoinare flight rights are laughably known for how often they're blocked or jammed or simply don't function Planet X because of radiation B or somesuch.

How much you pay for powers is all about power balance. Devices are essentially just super powers with a price break because the GM can take them away once in a while. Equipment is the same, but gets a much bigger price break because it's generally assumed that it's odds and ends that don't give your character any real advantage over their opponents or that any mook in the setting could reasonably have.

For most modern-day campaigns, it's pretty easy to pick out what's a Device and what's just Equipment. The line only starts to get really fuzzy in futuristic of fantasy settings. If a thug or a soldier could reasonably have it, or the everyday person could pick one up, it's probably equipment.

The Legion flight ring it's a "power," it's a standard vehicle used by future space rangers. A Gm would be well within their rights to insist it bought as a power if a legionaire were adventuring in the present time. Nonetheless, that is a narrative constraint, not a mechanical one. As Omega Girl pointed out, Equipment is anything that should be treated as an ordinary, minimally realistic piece of gear. One weird example is the time travel machine in the gear chapter. On the one hand, it's super-science. On the other hand, it's not particularly durable or portable, has to be operated by a skilled technician, may break down, and isn't really anyone's "power." for characters who have acess to such a device, it's just often easier to let them treat it as equipment, generally speaking, then make someone use their Inventor Advantage every time they want to visit dinosaurs.

Another thing I like to look at is what extent the item can be power stunted. For a Legion setting, my thought would be no, that they don't really use them that way. For a similar device that could totally be power stunted all day long, see Starman's Gravity Rod :D
