New Canadian Campaign City

I'm starting to create a campaign which will be a combination of Champions Universe and freedom universe, plus whatever else I decide to throw in. I'm going to build a fictional city on the west coast of Vancouver Island. I'm looking for any tips on building a campaign city. Is there any programs or websites to help with making city maps?

I don't know any myself - I would suggest running a Google search or popping into the GM Lounge, since I suspect the posters there know more about this sort of thing.
