I realize that I'm a future option (no pun intended) for the game, but I did have a rules question. If I built a powerhouse with a +8 close attack and a 12 Strength-Based Damage attack, would I break caps if I also had a rank 4 fire-based reaction Damage energy attack? Since the reaction damage attack is rolled as a separate attack involving fortitude resistance would that violate the rules?

Team could probably use a Paragon or Powerhouse.

Jack was a down on his luck PI. He had an office that at times seemed to have a revolving door for the various mobsters that he'd run across in his various cases, he had the secretary that always seemed to be doing more for her nails than actually answering the phones as they rang, and he had a landlord that seemed to think Jack had no intention on paying his rent.

It wasn't that business was slow most of the time, no, in fact at times it was more that business was non-existent. There'd be weeks with no clients what so ever, but then a client would come in, either seemingly bored with whatever was going on or a freaked out, nervous, wreck. Either way, most of the cases invariably led to one mobster family, led by a man known only as Pinstripe.

In fact, it was during one of these cases, that his life decided he didn't have enough adventure and decided to take it up a notch. He'd been staking out a warehouse known to be owned by Pinstripe. It seemed that the mobster had kidnapped the daughter of a rather wealthy and frantic bank manager. The night dragged on and on until something bonked the PI on the head. The last feeling he had as he passed out was something oozing onto him.

When he woke up, his clothes had a faint, odd, purplish stain on them, but other than that and the lump on his head, there was very little indication anything had happened. Realizing that the trail had long since grown cold, Jack called up one of his contacts.

They decided to meet up in the park. This sounded safe, as there were always a lot of people around so the informant would be less likely to double cross Jack. Of course, fate being what it is, it decided to play yet another prank on the investigator. While Jack and the informant were discussing matters the detective's attention was drawn to something dropping out of the sky. The day was near ninety, but as sure as Jack was a PI, and as sure as the landlord would be screaming at Jack for money if he were here, there were snowflakes falling out of the sky. Jack had enough time to see someone in what appeared to be modified Russian uniform running towards him before he felt a sensation of intense cold and then nothing.

Nothing at least until a person in odd blue and red garb calling himself Diablo thawed him out of what could only be called a man sized glacier. Behind him were a red, white, and blue dressed person carrying a cane, and a man in a green and blue suit with some sort of metal headband aside his large bald head.

Jack ran off, not even realizing this was the Freedom Force until later, or that the ice had changed him. This changed when he confronted Pinstripe's men again and was shot. All at once, he was covered in ice and the mobsters were laying unconscious covered by snow.

What is it reacting to? Touching the one attacked? I don't think I would allow that as a GM.
1: Reaction is more a defense power
2: There are other ways to accomplish damage like that, like Linked damage.
3: Even if allowed, the cap on this type of damage is the PL, where a linked could have a higher rate, depending on how the attack is handled (though it would be 12 if the attack roll was used with 2 damage rolls.

I offically hate 3E my idea doesn't work, works in 2e though, have to try something else

This doesn't break caps or the rules. The GM has the final say on whether he thinks it's "too much" damage, though.

But considering it's perfectly legal to build a linked attack that combines something like Damage and Affliction (Dazzle), there's nothing stopping you from having a melee attack and a Reaction-based "aura."

Just understand that you're spending a bunch of points (16) for the effect which only causes a DC 14 Fort check. Most PL10 characters stand a very good chance of making that....

My technomorph character was ignored because of the variable power???
You never answered the question.

If it was for the lacking background, I like to be sure the rules-part works before posting an elaborate background. I also assumed the recruiting would stay a open a bit longer.

Sorry it took so long to respond. My mother is in a nursing home (very very nice one at that... almost makes me wish I was the patient) and things are having to adjust, though slowly. Luckily for her, it's a temporary situation, as she's basically there just for extended two week physical therapy (she's got CoPD), but unfortunately for my aunt and I, she's fighting it every step of the way.
