It's unintentional, actually. I am converting these characters from the old TSR Marvel Superheroes RPG. I am often surprised where the builds end up when I am finished with them (such as Doc Ock, who is only PL 7).
I love this particular fact most of all.. Ever since the old FASERIP Started I was hooked long and hard with it, and even with some of my own inventions into the system. Considering the lower power level, its a rather ironic fact, that most characters do end up being rather low keyed (despite marvel's pension for "more power" makes better rule). I found M&M even from its 1st edition, to the natural progression of what I wanted out of the FASERIP. Even more so now with the 3rd edition, makes it a bit easier. I am curious how you are tackling the conversion process, since I have worked on my own for quite some time.

Oh and BTW, love the selene build.

The conversion is fairly basic. I based the Ranks on the strength levels, since that was an easily-measured yardstick.

Feeble = 0
Poor = 1
Typical = 2
Good = 3
Excellent = 4
Remarkable = 6
Incredible = 9
Amazing = 10 (except in the case of Strength, where it should be 11)
Monstrous = 11
Unearthly = 12
Shift X = 14
Shift Y = 15
Shift Z = 16

There are several holes, of course. In those cases, I compare their FASERIP stats to their abilities bescribed in the Official Handbook of the Marvel Universe (the ones from the 80s).

For those characters who are only supposed to be human or peak human, I never give them an Ability Score higher than 7. I compensate for any extra with feats or powers.
:!: For example, Captain America has a Fighting score of Amazing in MSHRPG. As he is only supposed to be peak human (rather than superhuman), I give him a Fighting 7. To make up the difference, he has the Close Attack 3 advantage, thus giving him the +10 to attack rolls in melee he should have.
:!: Count Nefaria in his non-powered human form has an Incredible Reason. This means his Intellect should convert to 9. However, as he is only human, I give only give him a 7. To make up the difference, I give him 2 ranks of Quickness that are Limited to Mental tasks.

Movement
Page 23 of the MSHRPG Advanced Players Book has a chart for what the ranks mean for movement powers, so I reference than when it comes up.

Martial Arts
A = Judo package
B = Boxing package
C = Fast Grab, Improved Defense
D = Improved Critical (unarmed): usually to be used for added or alternative effects, as described under "Critical Hits" (see page 172 of the DC Adventures Heroes Handbook).
E = Improved Initiative

Misc. Benchmarks
As I aim for PL 8 games, I use the classic saving throw benchmarks from 3rd edition to determine how many ranks I give someone for their Skills and Defenses. An 8th level D&D character has good saves of +6 and poor saves of +2. For something the character is supposed to be good at, they get 6 ranks. For something they should be able to do but are not heaviliy skilled, they get 2 ranks. If a character is supposed to be particularly good at something, I will give them more ranks based on the situation, but this is a rare instance.

Interesting Aphrodite build though I am curious as to why you didn't add any cumulative or progressive extras to her Love power? Without it would be hard for her to affect other gods to maximum effect with her signature power. In the myths her power was considered to be irresistible except to the goddesses you mentioned.

I had not really thoguht of it is why. It is easy enough to add to make her Power of love even stronger.
