You're definitely right if we're talking about tracking Cloak. Marvel Wikia states the Light Daggers "...can track a being, but [are] most effective when searching for Cloak."

I think I would make it Feature 1 for +2 circumstance bonus and Feature 2 for +5 circumstance bonus. Since its an Alternate Effect, there's plenty of room to add this on.
