Power Descriptions: Her body, while it looks human, is actually liquid. It's been compared to water before, but some how it keeps shape and doesn't drip. Her new form seems to have liquified all of her interal organs. She still has them but you could straight up stab her in the heart and it would go through. The liquid body also keeps her from drowning and keeps her self sustained. Finally, she can use the liquid from her own body to make water hose from her mouth. Though she can only do that so much before she needs to drain water from another source, which she can do from other bodies in a pinch.

History: Chelsea was not born under the most agreeable of circumstances. Teenage party. Drunk 16 year old. No protection. It's a horrible mix. Still, her mother cared for her and raised her to the best of her ability. Though her mother didn't act the part of mother. She acted the part of caregiver and nothing more. She made sure Chelsea stayed healthy physically. Early on in life Chealsea wanted to take Aikido for sport and self defense, she allowed that. But nothing Chelsea could do could get praise from her mother. Over the years she tried to connect with her but to no avail. Good grades. Aikido trophies and belts. Learning a second language. Joining ROTC. She got nothing other than, "that's nice dear".

A few years ago, something mysterious happened. The Breakout caused lots of people to change. Chelsea didn't notice at first. She was in the water of a pool. When she got out and took a shower to rinse herself off, she felt better than before, like she was absorbing the water. It wasn't until she tried to dry of that she noticed that water wouldn't come completely off. As much as she tried a light sheen of water was about her. She was worried, but then she saw other breakouts happening on the news. Was she one of them? Strange things were afoot. She got used to being damp most of the time. In fact she would use this to her advantage. When she heard Vanguard was recruiting paragons for national security, she jumped at the idea.

Personality & Motivation: Chelsea is a very serene type of girl. She is slow to anger and quick to forgive. She tries her best to get along with everyone and avoid those she can't.

Powers & Tactics: Chelsea is a frontline fighter. She's trained in Aikido and can take someone down and keep them there if need be. Due to the raw power and associated risks of her powers, she only uses them if need be.

Complications

Give and Take: After a few uses of her blast she will weaken (as GM sees fit) until she drains water somehow.

Make Mom Proud: That's why she's doing this. Probably the only reason she's doing it. Oh, there's national security and all that, but that's only part of the plan.

What about a metamorph/polymath? Sort of along the lines fo Jared from Pretender - with a little work he can take on the skills and feats of any profession.

You'll never last in combat. The only thing you'd be using for protection is Insubstantial and that becomes a problem. See my note below.

Okay, first, this is hard to read. You need some formatting and to detail the point costs. I'm assuming Ghostform 12 is your Container. You should indent or otherwise indicate what's part of a Device/Container/etc to separate them from other powers. The same goes for when you're listing powers in an Array (or APs of other powers). The easier you make it on the GM, the better. :lol:

As to the powers themselves. Well, you have no protection (and above no saves). You're relying on your Insubstantial form, and this poses two problems: 1) you're a bit of a bathroom psychic. I say bit, because you can fly around the battlefield immune to physical harm, but not energy (except the kind of energy you're made of--which is what? "Ghost" is not an energy type. And for a ghost, I'd think you'd need four ranks, and 2) if you are hit by an attack that affects you, down you go.

So, this is going to be a no on this character. Plus, in a rescue situation (since I've thrown that out there that those kinds of missions are a distinct possibility), how would this character help exactly?

You guys are going to be field agents, so an interrogation specialist wouldn't be desirable.

Ask yourself how will you enforce the law? How will you contribute to a rescue situation?

Healing, in most games I've played, changes combat significantly- it makes the team take a lot more risks because the assumption is that whatever hurt is caused, they can be 'jump started' again. I'm not saying it's a completely negative thing, I just know it skews the danger level of any given game.

This is problematic just in the concept. Think about it this way: if she were to go down to the local police force to apply for a beat cop position, could she be hired? If you're permanently water, you're a hazard to electronics. Plus, you can't rely on an ability that always needs water. You might be operating in a desert country.

Vanguard would never deploy you.

How about a professional soldier type who ended up with the ability to project a ghostly version of himself that he uses for recon/scouting?

Yes, meta-use of Healing is always possible but it's game-y and that always causes escalation. You bring a knife, then I have to bring a gun, you put one of my guys in the hospital, and then I gotta put one of youse guys in the ground....

Let's not go there (meta-gaming).

Judiciously used Healing is just fine with me.

ESP/Astral Projection is fine as long as it's not the sole ability. You're law enforcement officers. Cops. Think about needing to break up a bar fight but with geopolitical ramifications.

When you say 'don't buy equipment' does that include weapons or armor that would be necessary for me to meet PL?
