Damage Roll in Masterminds Manual - Errata?

Damage Roll in Masterminds Manual - Errata?

The DC of 16 specified in the Masterminds Manual for the Damage Roll optional rule (page 107) would not give the same probabilities of success as the inverse Toughness save.

Should the DC be 21?

As a question about design, was it considered to use a DC of 6 and instead have a failure mean no damage inflcited and the amount by which the DC was exceeded indicate the damage done?

Succeed = Bruised
Succeed by 5 = Bruised & Stunned
Succeed by 10 = Staggered & Stunned
Succeed by 15 = Unconscious

Yeah, it's been brought up before that the probabilities for this option are off. It's something I need to address in errata or an FAQ when I get a chance.
