Technically no. Damaging allows Move Object to apply damage through "punching" or grab actions, but if you limit the action to Fling Away, it cannot do either. 2) If the alternate effects have Fades or Unreliable (5 uses) on them, if one of these powers is drained, is the entire array drained, or just that one power becomes unusable? Page 138. If anything disables, nullifies, or drains any power in an array, then all of them are affected in the same way.

Yes; agreed. Communicate # (Radio) is the way to go.

Consider also adding Comprehend 2 (Machines) so your TechnoTelepath can remotely interface with computers within range (and thus use Technology skill to manipulate their programs without needing a terminal or connection).
